The compliance gap
Of South Africa's 230,000 registered NPOs, fewer than half submit the required annual reports, financial statements, and narrative reports to the NPO Directorate. Many continue operating and receiving grants despite non-compliance.
Government grants and accountability
Government departments channel over R15 billion annually through NPOs for service delivery. The Social Development, Health, and Education departments are the largest funders. Oversight of how these funds are used is inconsistent.
