R4.1 billion is the newer additional Budget 2026 allocation shown as the headline measure. The February 2026 Presidency overview separately reports R53.34 billion in programme budget since inception and an R8.25 billion FY2026 budget (R4.25bn fiscus + R4bn UIF Labour Activation Programme). These are budget measures, not actual expenditure, and F2 does not add unlike source periods into one spend total.
