Any business with annual turnover under R10 million qualifies as an Exempt Micro Enterprise (EME) and can use a sworn affidavit instead of a full B-BBEE verification certificate. Businesses between R10m and R50m are Qualifying Small Enterprises (QSE) and may also use an affidavit. The affidavit must be signed before a commissioner of oaths.
